Union cabinet approves creation of joint secretary-level posts for 16th finance commission

The Union Cabinet has given the green light for the establishment of three key positions at the joint secretary level, comprising two joint secretary roles and one economic adviser post, to support the operations of the 16th Finance Commission.Arvind Panagariya, former chief economist at the Asian Development Bank and ex-vice chairman of NITI Aayog, has been appointed as the chairman of the 16th Finance Commission. Simultaneously, Ritvik Ranjanam Pandey, currently serving as joint secretary at the Department of Revenue, has been named as the secretary to the commission.

The 16th Finance Commission, formed in accordance with Article 280 of the Constitution, is entrusted with the responsibility of providing recommendations on tax sharing between the Centre and states, suggesting measures to augment the consolidated fund of states for local bodies, and reviewing financing for disaster management initiatives. The Commission is expected to submit its comprehensive report, covering the period from April 2026 to 2031, by October 31, 2025.
